How to Renew Your Pennsylvania Insurance License

General Requirements:

Total Hours

24 hours biennially

Compliance Renewal Date

Renewal date is the licensee’s date of birth, biennially.

You may also need to take specific courses or earn specific credit types to renew your license. These course completions will count toward the total hour requirement.

Long-Term Care Training

Producers wishing to sell, solicit, or negotiate LTC or LTC Partnership policies must complete an 8-hour LTC training program prior to selling and a 4-hour LTC course biennially thereafter. An insurance producer that sells, solicits or negotiates long-term care partnership policies shall complete, as part of the 8-hour requirement, a 1-hour course related to the Medical Assistance Program (Medicaid) prior to engaging in any marketing activity of partnership policies.


Flood Requirements

This state has issued a notice reminding licensees who sell flood insurance of their requirement to comply with the minimum 3 hours of training requirements established by FEMA and the National Flood Insurance Program.


Annuity Training

Effective December 26, 2018, the Pennsylvania Insurance Department will implement a new procedure regarding the suitability of annuity transactions, pursuant to Act 48 of 2018 (“Act 48”). This new law will require any licensed producer with the authority to sell annuities in Pennsylvania to complete at least four continuing education credits in an approved annuity training course.


All Other State Requirements

Resident Requirements

All licensees need to complete a minimum of 24 CE hours every two years.

This state has issued a notice reminding licensees who sell flood insurance of their requirement to comply with the minimum training requirements established by FEMA and the National Flood Insurance Program.

Non Resident Requirements

Non-residents, who comply with CE requirements of his/her resident state, are exempt from the Pennsylvania CE requirements. Non-residents selling LTC must meet the Pennsylvania training requirement.

Course Repetition

Course repetition is not permitted within the compliance/renewal period.

Exam Rules

Online certification exams are closed book. Course materials are not available while the exam is in progress. The final exam must be passed with a score of 70% or higher to receive CE credit. If the exam is not passed on the first attempt, students have an unlimited number of retakes.

Proctor/Monitor Requirements

Online exams must be monitored by a disinterested third party (i.e., there can be no family relationship, cannot be a direct supervisor, cannot be a person directly supervised by the student). A disinterested third party certifies that the licensee completed the exam without assistance (i.e., closed book, no tiling, layering of screens, etc.) and is someone who has no financial interest in the success or failure of the student’s ability to maintain their license. The monitor must complete the online Declaration of Compliance.

If the licensee launches the exam without a monitor present, he/she will be disqualified from receiving CE credit for the course. Completion of the Declaration of Compliance acknowledges understanding and adherence to the specific requirements outlined by the State Department of Insurance. The Declaration of Compliance is electronically transmitted to Kaplan upon completion of the exam and may be audited for compliance purposes.

Period Requirements

Renewal periods for all agents shall be the last day of their birth month every two years.

Carryover Requirements

Maximum of 24 hours may be carried over to the next immediate licensing period.

Reporting Requirements

Report within 10 days of completion. Need Agent’s license number and state filing fees to report.

State Reporting Fees

The Pennsylvania Department of Insurance requires a course reporting fee of $5.00 per course (online, self-study and classroom courses). This state reporting fee will be automatically charged to you (on the last credit card used in your account) each time you complete an online, self-study, or classroom course.

Instructor Credit

Instructors of CE courses that are also insurance producers will receive double credit for teaching a course once within a licensing period. If more than one instructor, the hours should be split evenly, then doubled.

Exemptions

Producers who were licensed for a particular line of authority before 1/1/1971 and have been continuously licensed for that line of authority and have NOT added any additional lines after the original licensing are exempt from CE requirement.
